Community Housing is the trading name for The Community Housing Group. This is a Co-operative and Community Benefit Society with charitable aims and a Registered Social Housing Provider.
We deliver a variety of homes and housing related services to tenants and residents across Worcestershire, the surplus from which is invested back into the business and meeting the needs of our customers and the communities they live in.
Community Housing (the "Company") is a social business and one of Worcestershire's largest Registered Providers (RP) of social housing. We provide and manage general needs and sheltered housing homes. We are an exempt charity and registered society under the Co-operative and Community Benefit Societies Act 2014.
Management services are provided by neighbourhood teams in our Housing and Communities Directorate.
We have been at the forefront in developing and delivering specialist Anti-Social Behaviour Services, Neighbourhood Wardens, Financial Inclusion and Neighbourhood Management all of which have received recognition for excellence.
Our Housing teams offer expertise in delivery of all the following services to customers in the Wyre Forest area:
Homes are repaired and maintained through our Asset, Development and Sales Directorate which also has responsibility for our new build programme and building safety compliance.
The Resources Directorate is responsible for keeping the Company operating efficiently and contains our Finance, People and Culture Team, Customer Experience and Customer Engagement Teams and Risk and Procurement services.
Building Strong Foundations
Community Housing was established in 2000 following the voluntary transfer of 5,600 homes from Wyre Forest District Council. This marked the start of a long-term commitment to improving homes and investing in local communities.
Early priorities focused on raising the standard of existing homes. By 2001, the 100th property had been modernised to a specification agreed with tenants. A rolling programme of investment followed, delivering improvements such as new kitchens, bathrooms, heating systems and insulation to make homes safer, warmer and more efficient.
Alongside this, development activity began, with new homes built across the district. Over time, this expanded into larger regeneration schemes, including the redevelopment of Hurcott Road and later sites such as Blakebrook School and the former Kidderminster Auction site. By 2020, more than 750 new homes had been delivered, with continued investment in new and replacement housing into the 2020s.
Investing in Communities
From the outset, Community Housing has taken a broader role in supporting neighbourhoods.
In 2001, the Neighbourhood Warden service was introduced to provide a visible presence and help tackle anti-social behaviour. This was followed by investment in community infrastructure, including play area improvements and partnerships to enhance local spaces.
Wider community programmes were introduced to support residents. The Oldington and Foley Park Pathfinder, launched in 2004, focused on improving health, education and employment outcomes. In 2007, a Family Intervention Project was established to support households facing complex challenges.
In 2009, Vestia Community Trust was created to expand employment, training and community engagement opportunities. Over time, this work supported thousands of residents to access skills, training and employment.
Support services for older and vulnerable customers also grew. Worcestershire Telecare joined the Group in 2008, expanding telecare provision, and later became amica24 in 2019. Supported housing schemes, including Hampton Mews, and the development of Berrington Court in 2017, strengthened the range of care and support available.
Putting Customers at the Heart
Customer involvement has been a central part of the organisation’s development.
A Tenant Compact was introduced in 2005, setting out a clear commitment to working in partnership with residents. This was strengthened in 2008 with the introduction of the Scrutiny Panel, giving customers a formal role in reviewing and improving services.
In 2012, a new involvement structure was developed with tenants to provide more flexible and accessible ways for customers to have their say . This approach continued to evolve, with the creation of the Customer Voice and Assurance Group (CVAG) in 2018, strengthening links between customers, the Executive Team and Board.
Digital services have also improved access. A new website and online services, including a tenant portal, have enabled customers to manage their tenancy and access support more easily.
Growing and Evolving as an Organisation
Over time, Community Housing has developed into a broader and more resilient organisation.
The Community Housing Group structure was established in 2005 to support growth and diversification. This was strengthened through mergers and organisational changes in 2013 and 2017, bringing services together under a single group structure.
Commercial and operational capacity also expanded. Oakleaf Commercial Services was established in 2013, bringing together property, manufacturing and grounds services . Investment in sites such as Finepoint enabled the development of manufacturing facilities and created new employment and apprenticeship opportunities.
The organisation has continued to invest in its workforce, achieving national recognition for its apprenticeship programme and maintaining strong organisational standards, including Investors in People Gold.
In 2021, the organisation adopted the Community Housing brand, bringing services together under a single identity and introducing new systems and ways of working to improve efficiency and service delivery.
Continuing to Improve and Invest
Since 2020, Community Housing has continued to adapt and evolve.
The COVID-19 pandemic accelerated new ways of working, including digital service delivery and flexible working arrangements. Development activity has continued, with new homes delivered across multiple sites and further regeneration planned to replace older housing with modern, energy-efficient homes.
In 2022, new organisational values were introduced alongside a revised service structure, strengthening colleague engagement and service delivery. A decarbonisation programme was also launched to improve the environmental performance of homes.
In 2024, a new Corporate Plan (2024–2027) was introduced, setting out clear priorities focused on delivering core services and improving performance. This includes a renewed focus on repairs, relets, rents and respect.
Service delivery has continued to evolve, including changes to care services and a greater focus on core housing provision. Regeneration plans are progressing, including consultation on the replacement of older high-rise buildings and the development of new, energy-efficient homes.
By 2025, Community Housing continues to provide around 6,000 homes, with a clear focus on delivering safe, well-managed homes, supporting communities and maintaining strong governance.
Looking Ahead
From its origins as a stock transfer organisation, Community Housing has developed into a modern housing provider with a broad range of services and a strong presence in the communities it serves.
The focus for the future is clear: continuing to invest in homes, improve services, and support sustainable, thriving communities.

In late 2021, we asked customers and employees to tell us what they thought the values of Community Housing should be.

Our Purpose keeps us on track and prevents us from being distracted from our core services and commitments made in the Corporate Plan.
We are one of the largest employers in the Wyre Forest and employ over 300 members of staff through our headquarters based in Kidderminster.
We employ people in a wide range of roles from managerial and professional to front line care, housing, customer service and office staff to building trades and maintenance teams. We have a successful apprenticeship programme, employing local people giving them work-based placement with practical, on-the-job training allowing them to earn while they learn.
Our chosen code of governance is the National Housing Federation Code of Governance.
As a Registered Housing Provider, our primary Regulator is the Regulator of Social Housing (RSH).
The RSH has set out its expectations of all Registered Housing Providers in a Regulatory Framework comprising the following Standards, a series of codes of practice and financial and non-financial reporting requirements. They are the guiding principles for development of our policies, strategies and decision making.
The Regulator of Social Housing (RSH) maintains an assessment of compliance with the economic standards for all private registered providers with more than 1,000 homes. They prepare regulatory judgements against the standards and issue ratings on a scale of 1 - 4 with 4 being non-compliance and cause for possible regulatory intervention or enforcement action.
We have received a rating of C2 for Consumer which is a compliant grading, but areas have been identified for improvement. G2 for Governance, which is defined as meeting the governance requirements, but improvements needed to some aspects to support continued compliance, and V2 for Viability which confirms that we are compliant with viability requirements. It also means that we have the financial capacity to deal with a reasonable range of adverse scenarios, but we need to manage material risks to ensure continued compliance.
The Governance downgrade wasn't entirely unexpected as we had made recent self-referrals to the RSH. Our improvement plans are still in progress, but since we already have a good understanding of the issues, we've got strategies in place to address them. We are fully committed to turning these gradings around quickly and we will be working closely with both the RSH and our customers to make the necessary improvements.
The Tenant Voice provides a link between the governing body and customers. Their role is to scrutinise customer services and ensure that customers are involved in strategic decision making and are able to influence service design and delivery.

Ann BennettCommunity Housing Chair Ann is a qualified housing professional and has held senior roles at a number of Housing Associations, ALMOs and local authorities including Solihull Community Housing, Sandwell Homes, Worcester City Council and Birmingham City Council before retiring in 2017. She was also a Lead Housing Inspector with the Audit Commission. Ann is currently a Board Member at Kensington and Chelsea TMO and was previously the Chair of Wolverhampton Homes and a Board Member at Trinity Housing Association and Walsall Housing Group. Jo Simcox - Head of Customer ExperienceJo leads on Customer Experience for Community Housing including the management of the Customer Service Centre and is responsible for developing processes and policies, and working with other teams to ensure we put our customers, their homes and think about the customer experience we provide at the heart of everything we do at Community Housing. Justin Bryant - Company SecretarySince starting with Community Housing 15 years ago, working in Community Development, Justin has taken on several different roles across the business, and for the past 5 years he has specialised in risk management and assurance. Abdul Malik - Head of Health, Safety & ComplianceAbdul provides a corporate function which spans across all facets of the organisation. Abdul is responsible for advising the organisation on its legal obligations, developing systems and arrangements that allow the organisation to achieve compliance and monitoring/reporting progress against core obligations. After graduating in Law and Criminology, Abdul opted to pursue a career in health and safety and began his professional career with Midland Heart back in 2006. Mark Dainter - Head of Assets, Development & SalesMark has been a part of the Community Housing team for 14 years and currently leads our Development and Sales Team. Qualified in architecture, Mark has gained extensive experience in the construction and housing sectors. He uses this experience to help successfully create and deliver new build housing schemes, providing safe and energy efficient homes for our community, and also oversees our sales programmes for Shared Ownership homes, Right to Buy and outright sales which supports customers into home ownership. Adrian Hosking - Head of Finance Systems, Group Data and ReportingAdrian has joined us in this newly configured role from 1 September 2025.
